Feeding homeless banned in USA

When I saw this article, I couldn’t believe it. Thousands of good Samaritans help feed the homeless, but you can’t do it in American cities. Who makes these laws against kindness? Do they follow any religion or no religion? Someone must know. It’s not my religion, and it’s not the Golden Rule.
